Savannah College of Art and Design (SCAD) rehabilitated and restored the North Kowloon Magistracy and Jail, an 80,000-SF six-story historic asset for its new Hong Kong arts campus. LEO A DALY provided design services for the complete restoration and rehabilitation of the 1960 Neo-Classical building. It is the first historic building in Hong Kong rehabilitated and restored under the new program and guidelines developed by the Antiquities and Monuments Office (AMO).

The focus of this rehabilitation was to provide SCAD with a new Hong Kong educational facility. This use of historic resources is a hallmark of the SCAD program worldwide and has been recognized by the National Trust for Historic Preservation. The project included restoration of the exterior and interior, as well as the rehabilitation of interior spaces, such as the original courtroom and jail cells that were adapted for other functional uses. Iron grills and grates were rehabilitated along with security bars and iron gates, providing students and faculty with a view to the buildings historical past. The building systems were upgraded with current technology to provide better efficiencies and sustainable approaches.
